FMCSA’s Motus registration system explained

Updated Oct 16, 2026 · 5 min read

In 2026, FMCSA began moving carrier registration to a new online system called Motus. It replaces the older Unified Registration System and other legacy tools. Here’s what it means for existing carriers, buyers and sellers. FMCSA is rolling it out in phases, so check fmcsa.dot.gov for the latest.

What Motus does

  • New USDOT and authority applications.
  • MCS-150 biennial updates, and changes to name and address.
  • Business verification of legal name, address, ownership structure and company officials.
  • Identity proofing of the people acting for the company, using a government ID and a face scan on a phone or tablet.

FMCSA says existing registrants will be verified the first time they use the new system.

What it means for existing carriers

  • Make sure your company official, phone and email on FMCSA are correct and current.
  • Catch up on any overdue MCS-150 update.
  • Expect to verify your identity the first time you log in.

What it means for buying and selling

Motus makes ownership and company officials easier to verify, which supports legitimate sales and makes improper ones harder. After closing, the buyer, as the new company official, should update records promptly and complete identity verification. A seller should never stay on as the company official “for convenience.” See the transfer process.

Are MC numbers going away?

Not yet. FMCSA has said that removing MC docket numbers isn’t part of Motus’s initial releases. See are MC numbers going away?
